Sunderland City Council and South Tyneside Council have become the first councils in the North East of England to take a stand for responsible tax conduct. A motion supporting the Councils for Fair Tax Declaration was unanimously approved by Sunderland councillors in January, with South Tyneside Council following swiftly after. With the UK now outside the European Union, and an independent member of the WTO’s Global Procurement Agreement, the UK Government is looking afresh at the legal framework for public procurement, its role and aims. From a fair tax perspective, reforms proposed in the ‘Transforming public procurement‘ Green Paper cover some new and welcome ground. For the first time we would see non-disclosure of supplier beneficial ownership (i.e. identification of those with significant control of a business) be deemed as a mandatory bar to contract bidding. Greater Manchester has become the first combined authority in England to encourage businesses and organisations in its region to pay the right amount of tax and adhere to Fair Tax Mark standards. Fair tax is newly included in GMCA’s refreshed Social Value Framework, which the authority says should guide the actions of all organisations across the city region to help rebuild our economy and tackle inequalities.
